The PPWR deadline is set. Is your packaging data ready?
PPWR is the new EU Packaging and Packaging Waste Regulation (2025/40), applying from 12 August 2026. It requires every packaging placed on the EU market to have a Declaration of Conformity — and every seller to manage EPR obligations in each member state. EPRPilot keeps all of it in one place.
What is PPWR — and does it apply to you?
The most common misconception: “I only pack orders, it doesn't concern me.” It does — the scope depends on whose packaging it is and where you sell.
What it is
Regulation (EU) 2025/40 on packaging and packaging waste. It applies directly in all EU member states — no need to wait for national laws.
From when
From 12 August 2026. From that date, every packaging placed on the EU market must have a Declaration of Conformity (DoC) issued by its manufacturer.
How long to keep records
Documentation must be kept for 5 years for single-use packaging and 10 years for reusable packaging — and shown to inspectors on request.
PPWR affects more companies than you think.
Planned penalties reach millions in national implementations, alongside product withdrawal from the EU market at the company's cost.
From 12.08.2026 every company placing packaging on the EU market needs a Declaration of Conformity and technical documentation.
It doesn't only concern packaging manufacturers. Buy plain, neutral boxes and mailers: the DoC sits with their producer — you collect and store it. Order custom-size or branded packaging: you are the manufacturer and issue the DoC yourself.
Independently, as a seller you fall under EPR obligations: registration, fees and reporting in each country you sell to — a separate regime that is easy to confuse with the DoC.
Before an authority asks, your customer will. Large retailers and marketplaces already demand packaging documentation as a condition of cooperation.
Doing this manually (Excel, emails, PDFs from suppliers) doesn't scale — and errors surface only during an inspection.
Everything PPWR requires
— in one system
We don't add another tool to the tools you already have. Documents, material data and the archive sit in one place, so two papers with different numbers can't go out.
EU Declaration of Conformity generator
Eight numbered points in the order imposed by Annex VIII, your plant's numbering, cited standards and a signature block. The PDF comes out in the language of the country you sell to.
How the declaration is createdEU DECLARATION OF CONFORMITY
- 1.Identification number — DZ/2026/018
- 2.Manufacturer name and address
- 3.Subject of the declaration — FEFCO 0201
Technical cards in your layout
The same card you send today — only filled in from the database, not from memory. Selecting a material index fills in composition, basis weight, ECT and flute type, and the construction drawing comes from the FEFCO catalogue.

We don't sell you an app login.
We come in and tidy up your data.
Most PPWR tools sell you a login and leave you with an empty database you have to fill yourself. We start with a consultation: we look at what you already have and tell you what's missing. The app comes in only once there's something to issue documents from.
The implementation process — four steps
- 1
Documentation review — 30 minutes, free
You show us what you have. We tell you what's missing and whether you're a manufacturer at all. If a spreadsheet is enough for you — we'll say so outright.
- 2
Scope workshop — 2–3 hours, at your site
Assortment, the number of real types, suppliers, who signs. We leave with a closed scope and a fixed price, not an estimate.
- 3
Data normalisation — the hardest part, on our side
Three suppliers code composition three different ways. We bring them into one database. That can't be clicked through in a SaaS.
- 4
Rollout, office training, first week on the phone
Two hours of training and a week on the phone during the first jobs. Then EU hosting, backups, updates.
